Developer vs UX Designer - Text vs Buttons

One thing that has annoyed me to various degrees is when a UX designer gets their hands on something and thinks that everything on screen is clutter and should be hidden away and only accessed through some series of menus. Furthermore the over-use of icons (that sometimes are not obvious what they mean) where text would be infinitely clearer has brought many feelings of frustration.

I remember when Windows 8 first came out and I couldn't for the life of me figure out where the shutdown button was. For several days I was going a round-about way by going into task-manager to shutdown. Also, it's not obvious that you have to move your cursor to a certain corner of the screen for something to happen.
